Florida has more than 18 million licensed drivers, and a growing share of them are new to the road every year.

This page collects the most useful numbers from official sources: licensing data from FLHSMV and FHWA, crash data from FLHSMV, and road death data from IIHS.

Each figure names its year, because the sources do not all cover the same one.

In short

  • Florida had 18,225,955 licensed drivers in January 2024.1
  • About 905,000 of them were aged 15 to 19.1
  • There were 395,175 crashes in 2023, about 1,083 a day.2
  • 3,375 people died in 2023 crashes.2
  • Florida adopted graduated licensing in 1996, the first US state to do so.3

Licensed drivers

118,225,955 licensed drivers (January 2024)

FLHSMV's licensed driver report counted 18,225,955 licensed drivers in Florida in January 2024.1

217,018,351 licensed drivers in 2023 (FHWA)

The Federal Highway Administration's table DL-1C puts the 2023 figure at 17,018,351. The FHWA table is built differently from the state report, so the two totals should not be compared year by year.4

3894 licensed drivers per 1,000 people of driving age

FHWA reports 894 licensed drivers per 1,000 of the driving-age population (age 16 and over) in Florida in 2023, or 753 per 1,000 of the whole population.4

Teen drivers

4905,459 licensed drivers aged 15 to 19

Adding the state's age groups for January 2024 gives 94,141 licensed 15-year-olds, 164,649 16-year-olds, 197,964 17-year-olds, 217,712 18-year-olds and 230,993 19-year-olds. Together that is 905,459, about 5 percent of all licensed drivers.1

544,616 drivers aged 15 to 19 in crashes (2023)

Drivers in that age group were involved in 44,616 crashes in 2023, about 6.6 percent of the 679,482 drivers involved. They were about 5 percent of licensed drivers. That gap is a simple comparison of two shares, not a risk rate, and the licensing count is from January 2024.21

6110 teen driver deaths (2023)

The crash report counts 110 driver fatalities and 617 incapacitating injuries among drivers aged 15 to 19 in 2023.2

7Teen fatal crash rate about 3 times higher per mile

IIHS reports that the fatal crash rate per mile driven for 16 to 19 year olds is about 3 times that of drivers 20 and older, and the police-reported crash rate is more than 4 times as high.3

8Florida was first with graduated licensing (1996)

According to IIHS, Florida was the first state to adopt a graduated licensing system, in 1996. Nationwide teen crash deaths fell 50 percent between 1996 and 2024, from 5,819 to 2,899.3

13Alcohol confirmed in 363 deaths (2023)

The crash report lists 363 fatalities with alcohol confirmed in 2023.2

Who dies on Florida roads

14Pedestrians: 668 deaths in 2024, 21 percent

IIHS lists 668 pedestrian deaths in Florida in 2024, 21 percent of all road deaths. Motorcyclists accounted for 642 (20 percent), bicyclists for 201 (6 percent), people in cars for 792 (25 percent) and in pickups and SUVs for 661 (21 percent).5

That is why the exam question bank must include at least 25 questions on bicycle and pedestrian safety.6 Practice them with a free practice test.
